Need help setting up prison server

First time server owner here - set up KitPvP no problem, but prison is a pain in the ass, looking for someone to set it up, please let me know how much money you will need, how long it will take, and a list of plugins we'll need to purchase.

Must be 1.13.2 server version, must work with bungeecord, must work with Spartan anti-cheat, must work with LiteBans and LuckPerms.
