Need help with a file that cant be opened

Im not a very intelligent person so I'm asking people for help on how to open a certain application.

In the screenshot I took


Once opened the file says: This program was made with an Unlicensed compiler. Please buy the PRO version to distribute your EXE.

I have no idea on how to fix or bypass this.

Please state anything that might be helpful in order to open this application

It almost looks like it isnt a problem on your end, but whoever is distributing the exe. They dont have the proper license to distribute it or something.

If you dont mind me asking, what is the file, and where did you get it from?

I asked the distributor and he says I need a LC (License Compiler) But I dont know what that is.
