I don't think Spigot-only servers can be marked as Forge-compatible. I think you need Bungee to enable that.

Spigot and Bungee are two completely different things. Bungee is just a system that holds servers together and connects them. Spigot is the actual server itself. There's Spigot, PaperSpigot, Bukkit, Sponge, etc.

As far as I'm aware, if you use Bungee to connect your servers then it will show up as FML compatible. For servers using LilyPad, it'll show up as "Vanilla". Don't quote me on this though.
