Need help with ufw for pterodactyl panel issue.

Hello recently I've been trying to give access to a second owner for panel access which is hosted online with pterodactyl and webpage can't be loaded unless given permission this is for security reasons and I would prefer to have this option enabled at all times. I have given this user permission with the following commands.

ufw allow from (ip) to any port 80
ufw allow from (ip) to any port 443
ufw allow from (ip) to any port 2022

I have given myself access a million times before as I do not have a static IP and yes it still works when I need to re-give access to myself. I've tried reloading firewall, disabling and enabling repeated times. Asking second owner to flush dns (idk if that does anything though) and clearing cookies for browser. I'm a bit of a Amateur when it comes to server stuff any advice is much appreciated.

If anyone could help figure this out i'll be more than happy to pay them for the job. Price can be worked out later.
