how about do this if you are using chrome go to your chrome history delete all history not the browsing history only from a week then open a incognito windows open your paypal there and try to send it again

I had something similar happen. With time it got better, but I could also sometimes send money with my phone. So maybe try using the paypal app

I've tried that might just wait few more days, this error has been for 1-2 weeks for me.

It might be because you've made too many chargebacks, so PayPal's security system prevents you from making "risky" payments. And if you call them up, they may sometimes just say it is to do with the payment being blocked by their security system.

It happened to me once, try sending Goods and services, probably because you can't send F&F from your location or the seller can't receive F&F. Goods and services is much safer anyways..

I've tried that as well And how is G&S safer?

You can chargeback G&S if you dont get what you asked for.

How many personal accounts do you have on PayPal? Because if you have more than one, then Paypal will block permanent all your accounts and then you can't sent money or recive.

I can receive money but not send money
