Need mining plugin made

So I need this mining plugin for my prisons server as I'm making a remake of cosmicprisons.

This plugin that I want makes it so people can only mine certain ores with the correct tool (pickaxe).

This is a list of what people can use to mine the specific ores.

fist: coal

wooden pick: coal, iron

stone pick: coal, iron, lapis

golden pick: coal, iron, lapis, redstone

iron pick: coal, iron, lapis, redstone, gold

diamond pick: coal, iron, lapis, redstone, gold, diamond

Im only paying a maximum of $5 for this plugin to be made for me. If there is already a plugin like this then please tell me!
