Need Plugin so cannons won't blow up on bedrock

So I need a plugin like oneshot and minelink that when you build a cannon and the floor of it is bedrock you don't need to water the cannon. If this is a plugin please tell me if not could someone make it?

tnt doesn't blow up bedrock in vanilla MINECRAFT if I get what your asking..
