Need Server Optimization

I need my server to be optimized. Things would include:

• Handling entities
• Using start-up
• Optimizing mob spawners
• Optimizing hoppers and redstone

And anything necessary to ensure my server runs smoothly and can handle a larger player base

I've done some optimizations myself. The server also has LagAssist. I really don't expect this to take more than an hour or two, so my budget is around $20
