Need support can't find out what is giving me a pearl cooldown

Okay so I'm having a problem with ender pearls, it's giving me a cooldown for no reason (don't know what plugin it is and that's what I'm trying to figure it out) http://prntscr.com/nzkjkq is the message. Also I do have Fbasics (Pearl cooldown/glitch fix) but the cooldown in that isn't even working. If you need my plugin list please reply back to this.

Are you using Beast Core? This has a built-in enderpearl cooldown.

That message is not a stock message from beast. However if you could send a screenshot of /pl that would be very helpful

Seems familiar but it's been a while since I've touched any plugin. I think it's because of a combatlog plugin (basically check any plugin that does anything with PvP). If not, it could be factions or a plugin that makes zones such as Warzone which can be seen in the screenshot, for example, Worldguard.

I don't think it is due to the fact my message for FBasics is much different. Also FBasics pearl cooldown doesnt even seem to be working on my server.
