Honestly, that budget is way too slim. If you want a forum that is going to cost you over 100+. Most devs work for way more.

For that budget instead of a xenforo or anything similar that has been suggested, I'd go for a more entry level configuration where you have a simple website, a portal page which links to another page showing voting links, contact us link on the portal page, a link to the buycraft shop and a link to forums which could use a open source system such as mybb, once donations flow in and the server gains integrity is go for xenforo.
