Needing A Plugin

Hey there,
I am needing a plugin making for free. I will provide a vouch for this! I want a plugin that when people do /pl, /plugin etc they list the plugins that you can add and change in the config. Below is an example:

User does /plugin:
Plugins (1): ServerCore, Plugins, Essentials.

The Config Could Be Something Like This:

Listed plugins:
- 'ServerCore'
- 'Plugins'
- 'Essentials'

If anyone can do this for me then please let me know or if anyone knows a current plugin that does this then please give me a link!
