So you have 400 players on one server but its a network? I'm a bit confused why you would want Folia implemented if you aren't running a single server with a large, spreadout player base.

Do you have a bungeecord/velocity/proxy setup? If so, then you have a network. I don't care if you have multiple gamemodes. Your 400 players would be somewhat spread between different servers in a network setup, which kinda defeats the benefits of Folia.

I'm just trying to let you know that Folia is designed for many many spread out players in a single Minecraft server instance. If you don't have that, you're probably going to end up using more resources than normal PaperSpigot giving you little to no benefit.
