Because at the time, we didn't have a "Users who have read this thread" section at the bottom of each page.
The neutral rating would have served to show how much interest the community has in the suggestion, whether it be positive or negative.
The addition of that section eliminates any purpose there could possibly be in a neutral rating.

I like it, it shows the you are in the middle, you sort of like it and you sort of don't. I would give a neutral rating to this suggestion for example.

In that case, why not make a comment on that? it's a lot more complex than simply "I agree" or "I disagree", so it won't be spammy.

That's actually only available for staff members until I modify it a bit.

I don't agree with this. I feel like this is a feature that simply won't contribute to MC-Market.

We already have a disagree rating which counts as neutral.
