You already got it. The creation of something 'new' is simply taking existing ideas and combining them in different ways. Every single invention in the world can be broken down into the same fundamental ideas and all it takes is that creativity to use those ideas in ways no one's ever seen before.
It's not as simple as Skyblock + minigames. You have to think outside the box - in a way that no one has before through morphing and manipulating existing ideas.
Designing a gamemode is the same as designing an entire game. And your game needs an end goal, or maybe it doesn't. It needs mechanics, it needs addictive mechanics. etc. etc. When you look at the really successful gamemodes from the likes of Hypixel Skyblock and so on, you can tell that every single feature is a design choice, and an extremely effective one. You have to get into that kind of mindset where instead of just taking two gamemodes and putting a plus sign between them, you're thinking about how to design a game and pushing Minecraft to its limits.
