New Player Messages

Does anyone know a plugin out there that allows me to message new players information? For example when they first join I give them temporary access to a permisson which allows them to see private broadcast messages.

In the private broadcast messages I can configure it. So i can be like use /shop to sell items and other crap....

Does anyone know a plugin like this out there?

I am looking for a broadcasting type plugin that can tell them nooby stuff about the server that only new players can see.
