No budget, need a setup for my needs

Hey guys. If you don't know me I'm Mat, I own the most vouched for development shop on the market here https://www.mc-market.org/threads/44549/

I'm looking for a team with a very successful portfolio to come up with the best server type to start up in order to take in donations and add custom capabilities, I hear skyblock is effective at doing this, I am able to fork askyblock and add more features, I generally want this to be a singular server, that may possibly move to a network.

From the team I will need:
The actual server type idea, then help with the name.
The specified hardware to get.
Custom builds in relation to maps, spawns etc.
The setup of the server and all its files such as ranks, crates, donor ranks, donor perks.
I can modify the final product myself.
Full configuration of all plugins.
Graphics (more will be discussed)
Website possibily (bonus)
Possibly buycraft

I will be looking for youtubers of sizes 10k - 8mil+, however obviously different youtuber's fans prefer certain series, things like this need to be sorted when a server type has been made.
