I am assuming from your rather brief description, or lack of, that your looking to disable 1.9 combat delay? If so I believe there are existing free plugins that do this so you should have a look around. However, if you for whatever reason want to have a new one made (or I somehow miss-read your post and you want a completely different plugin) then PM me with your Skype and preferred price range.
