I apologize if this isn't the right section as I couldn't think of any other place to put this in, but I have a dedicated server right now that still has like 28-29gb of ram left and I was planning on leasing some space to some people, but then I remember reading something about you needing some sort of license or something to lease space.
Is this true?

Other than a multicraft license for each server (that's if your using multicraft) no.

You don't have to have a license to sell that space and unless otherwise stated in your Dedicated Servers Host's TOS. All you will need is Multicraft or even better XenoPanel.

Once you purchase a dedicated server, you own it for the duration of the billing period. You can do what you wish including renting the unused space.
