Title says it all. You shouldn't be able to restrict your account when having an open scam report. Ill list the reasons why I think it should be removed when having a scam report open on you.

  1. The scammed user may have deadlines for server releases, etc. This basically extends the time that this user has a deadline.
  2. Makes the scammer look guilty. They would have no reason to restrict their account if they didn't scam in the first place.
  3. Ive seen many scam reports open on people and most of them have restricted their account.
  4. The person that gets scammed needs to wait a long time.

Users don't have an option to restrict their account? Only staff members can restrict their account. The most that ANY user can do in terms of "restricting" their account is to disable their account. This disallows usage from the majority of the site for at least 7 days. While this isn't the best thing to do if you have a scam report open, I don't see how stopping someone from disabling their account will help speed along the scam report as if they don't reply there's simply nothing we can do to FORCE them to reply.

No but it would let people know they have active scam reports or not ¯\_(ツ)_/¯
At least generally it works, sometimes it bugs and doesn't show someone has scam reports even though they do
Sorry everyone! I meant disabling accounts.

I'm not sure. Mick proposed a different idea when I made a suggestion regarding being able to leave reputation on those who disabled their account. He proposed the idea of just putting up a notice on disabled profiles. Not sure if he's going to go with what he proposed or the suggestion you linked  Maybe he can shed light on that?
We will indeed be going with the solution I proposed of putting a big scary notice on deactivated accounts rather than linking to their scam reports tab.

We allow people to deactivate their account as a substitute to deleting it (which we don't allow). It'd be immoral and unethical of us to disallow account deactivation of anyone, even scammers.

Denied, thanks for the suggestion
