Depends on what kind of server you're planning to run. Generally you need a skyblock core (ASkyblock, BSkyblock, SuperiorSkyblock etc), an economy plugin (Essentials can handle that, warps, kits, etc), ore generators, crates (CratesReloaded or CrazyCrates), a permission plugin (LuckPerms, PEX, etc) for the most basic of servers.

Just off the top of my head, some fun features you can include are gambling, skills, jobs, envoys, outposts, KOTHs, bosses, dungeons, mob arenas, duels, custom enchantments, etc.

If you're new to server setup, I recommend just going to https://www.spigotmc.org/resources/ and sifting through it all to see if you can find any fun resources you'd like to include.

If you're just new to Skyblock, I'd go around to some popular skyblock servers and look at their stuff, it's all good and well to take advice or buy a premade setup but I firmly think that to make a player-centric server, you need to have experienced the gamemode at least a little.
