As for the NPCs themselves, the best plugin for that is "Citizens 2"..- as for the GUIs, you'll need CommandNPC for allowing the NPCs to have commands executed when right-clicked.

Use Citizens and CommandNPC for the NPCs, use the DeluxeMenus for the GUI, ChestCommands is really bad. If you still need this, give me a shout.
