NPC Setup

Could someone help me do this for free. I would like to have just a skin as a NPC. I use citizens, I don't want to /npc rename &a for e.g I want to have no name on it. Also is there anyway you can have your custom skin with a minecon cape with it or does it have to have a certain skin?

So basically something I found out interesting is that Minecon capes are actually part of the skin itself unlike Optifine which goes by a username base. This makes Minecon cape skins virtually impossible to have on NPCs without a long process that requires a lot.
You can have a custom skin and with enough loopholes I usually make something like this

(Cape + Custom Skin)

All you have to do is find a specific skin you want an encode the skin texture into it. (located in saves.yml)
