What does vouch mean?

Vouch? It means assure the person is serious. Something like...."This person is good, keeps to their word, on time". A Vouch copy is something like a person makes a request and the artist agrees and makes the request within the allotted time, the person who makes the request can say that the artist is indeed what others say or how they are advertising. I think I got that right.
