looking for a plugin (1.13) that has similar function like this one:

Commands:

each with their own permission + 1 other permission: thispluginname_counter (this perm will allow player to track their blocks mined on their pickaxes)
alias = /block

- /blocks: show personal total block mined
- /blockstop: show players with most blocks mined on the server(either only show 10 or a full list like /baltop)
- /blocks <playername>: check other player
- /blocks set <playername: change total blocks mined
- /blocks reload: reload the plugin
- /blocks help: show commands & their functions (if player doesnt have certain permission note, that command shall not appear)​

functions:

0,5. Whitelisted (enable) world & whitelisted blocks
1. track block mined of each pickaxe (each pickaxe has different tracker)
2. track player's total block mine
3. configurable reward system. reward must be able to execute multiple command (as player, console & op). consist of 2 type of rewards
a. one time reward (must be able to make multiple of this)
b. every x blocks mined reward (must be able to make multiple of this)

shall be permission base. example: "thispluginname.reward.onetime.<nameofthereward>"

4. api & papi to track each players's pickaxes stats & their total stats.
explanation:
1. player "X" has 2 pickaxes. "A" and "B".
Pickaxe "A" has 10K blocks mined.
Pickaxe "B" has 20K blocks mined.
function number 4 should be able to track that player "X"'s pickaxe "A" has 10K, and "B" 20K. and the total (/blocks) 30K. i want it to work with featherboard, GUI & shopp so i need that.

5. shouldnt cause major trouble/bug with TokenEnchant's enchant (destroying a whole layer, destroying 9x9 blocks, destroying blocks in "+" shape, etc) (can talk about this more, if we click for the deal)​

yes for someone that can finishes it in 1-2 days, with minimum bugs & very neat configuration.
with that being said, my budget is as i stated above. there are a lot of new devs interested. if that's too low for you.. guess what? it's gonna blow your mind. are u ready? just dont take it. wow right?

well. i got some people interested, some trying to scam ofc but the rest are actually promising.
even though they are not as "plugin developer" as you, or a profesional full time programer, i'm fine with that. the project might take longer to finish & has more bug when it finishes since they are less experienced or just a young teenager trying to make some extra cash while learning but i'm fine with that as long as it finishes and the problems are fixed eventually, since i'm not offering them the best payment in this site. New owner of a small server & less experienced ambitious young developer. i think that's fit. they dont complaint, i dont complaint.

i'm sorry for the long talk i'm tired of reading "minimum wage is $15/h, programmer's $30/h. that's 12 hours of work". not everyone lives in NA/EU okay and not everyone on MCM is an experienced developer that prioritize good payouts, some just trying to get experiences & recognition as they build their business. if the prices dont suit you just dont take the offer, dont take the project. it's simple. it's not like i want to rob or disrespect you developers by giving low prices, i believe the price is not the best on this site but it's decent for younger developer that has just started. so shut the f up, we know some bigger servers offer better price, then go make a wonderful plugin and try to sell it to them instead of making me sad.

You should ask ThePurpleHoser on spigot (who made TE-TokenMinerEnchant). He knows how to keep track of mined/exploded blocks.
