ONE QUESTION (STEAM CURRENCY QUESTION)

If I want to gift a game, that is cheaper on my currency (Argentina, pesos) and the guy that I want to gift it is from USA (Dollars), and the game in USA is $30 and in Argentina is 100 pesos, like $5, could I gift the game? The answer to that is clearly no, I already tried and it didnt work. The real question is that, if I log in to my friend from USA´s account, and change currency to pesos (argentina money), would it let me gift it?
If somebody solved this or something lmk
