I was once told if a deal is too good to be true, it typically is.
These providers who would offer a 1 time upfront cost, which isn't in the thousands (for shared hosting) are most likely not planning to be open a life time. Servers are expensive to run, and any reputable host wouldn't offer this.
Don't risk your data and time on a host who more than likely will scam you on an offer like this.
