Only reply if you can do for free!

Clearchat: (/clearchat): Fully clears/deletes all previous chat messages. It should also say the name of the player who muted chat.
Slowchat: (/slowchat {time:seconds}) Slows chat so that players can only talk once every {specified time}.
Mutechat: (/mutechat): Mutes chat for everyone except players with the permission (mutechat.bypass).
All of these should have the ability to be bypass if a player is part of staff. The plugin should include permissions to bypass all of these/enable these. It should add permissions to use all of these commands. (/mutechat, /slowchat, /clearchat, etc.)

Should be all in 1 plugin. Also should be configurable in config.yml


Should be HCF themed if that's possible (Looks similar to HCF Server Plugin )

Not trying to be rude but you are even asking to make that configurable in a config.yml for free.. I mean, I don't think someone will do that for free, just search one on Spigot or Bukkit.

It doesnt have to be configurable I just need a all in one

Well what you clearly didnt see sir is that some people in the community are good people and understand that everyone isn't rich so they make some plugins for free. That's why I got 3 offers right now from people saying they will do it but it will take a while or they will do it after a vacation

Making a configurable plugin isn't hard, a lot of plugins are free with a configuration file.
