(Unpopular) opinion: If the transaction of Hypixel items violates rule 5.4 Do not offer or sell anything you do not own or have the right to redistribute, then technically selling Minecraft accounts is also selling something we do not own or have the right to redistribute.

So these two clearly contradict each other in terms of rule 5.4. If a staff member could weigh in on this, it would be greatly appreciated.
Selling Hypixel items can potentially get you banned, similarly, selling Minecraft accounts can get you locked out of that account permanently with no support from Mojang.
Both are risks that we are taking when making these transactions as they both violate the EULA of each respective company. It does not make sense why one is allowed and the other is not.
