I am not sure how difficult the following would be to custom code but I require the following:
1.) To be coded for 1.8.9 ( Using ViaVersion to allow older versions of minecraft to connect but I am not sure if this will affect how you code the plugin? ).
2.) I require the XP bar to be used as a thirst meter ( I would need all XP drops from mobs to be disabled also so that it doesn't effect this bar ). On average I would like it to start at 100 Thirst and then decrease by 5 every minute of gameplay ( this won't change based on biomes entered or whatever - just a standard decrease by 5 every 1 minute standing and/or moving around. Once a player reaches 0 Thirst and their XP bar is empty - I would like it to act in a similar way to the bleed feature where a players health decreases by half a heart every 2 seconds. This would then stop by drinking a water bottle - topping it back up to 50% thirst per water bottle. I also need it so if you die you are automatically set back to 100%.
3.) I need it so there is a 20% chance of taking bleed damage when hit by a mob ( zombie ). The bleed would remove half a heart every 2 seconds. In order to stop the bleed damage one must right-click with a sheet of paper to act as a bandage. Note: I had someone custom code this in the past and it never worked as I need it to be so that when you are in a world guarded pvp: deny area that you cannot take bleed damage. We also have guns which shoot out snowball bullets. In the past you wouldn't take initial damage from this if you were stood in a non pvp area but the bleed damage would still issue based on the 20% chance bleed per hit. So this is definitely something to consider and whether or not you would know how to combat this issue? I also need it so if you die it automatically disables any further bleed. Similar to the thirst - I need everything to be reset to normal if a player dies for some reason.
4.) I would need a feature that if a player is to fall more than 5 blocks they would 'break their legs'. This would give the player slowness for 10 minutes unless they right-click with a bone ( morphine ) which would fix the break. I would also need to ensure the relogging doesn't automatically 'cure' this and the effect would still remain until the 10 minutes is up or a bone is used to fix it. This would also apply to the bleed damage - I don't want players to relog to fix it. Again - would need this to reset back to normal if a player dies. I don't want players who have died to carry across any thirst, bleed or break damage as this might have been the reason they died in the first place.
5.) Finally I need the ability to set multiple location spawns in which a player can type /start and it will randomly pick one of the spawn points on the map. Essentially I need it to work based on a % chance. .e.g. if there are 10 spawn points preset by myself - I need it so when a player executes the /start command it would have a 10% chance of each other the spawn points and randomly assign one to the player. Note: I need it so players can only type this /start command once per life. So once a player joins and types /start once - they won't be able to type it again to get a better spawn location. If they want to type it again for a different spawn point they would need to die and be sent back to the main spawn hub.

I have got everything else covered with custom mobs, custom loot piles, cars, guns .etc.
It is just the points listed that are required. Budget wise I am pretty flexible based on how quickly you can turn it around and the quality. I am able to spend anywhere between £50 - £100. I would only offer £100 to those who are happy to come on board and help occasionally with bug fixes if any pop up.
In terms of how I would go about choosing a developer it would probably be best to start with the bleed, breaking legs and thirst system. You can put a temporary message which broadcasts your name as credit if you are worried about me running off with the plugin but I am serious about finding a developer and payment is not an issue as I am 22 years old and in full time work ( I'm not a kid with a $5 budget for this kind of thing
).
