There is a cannon setting in either the paper.yml or spigot.yml (Likely paper.yml), enabling that should allow for 1.7-like tnt behavior.
Sorry if the discription was a bit vage, should give you an idea of what to do though. There was someone offering a service in the configurations section offering a more improved experience if you happen to want to dig it up.
