Note PaperSpigot, at present does not have a 1.8 version. You can download the 1.13.2 or 1.12.2 version and use ViaVersion to join on 1.8. Doing this will give you more stability and allow your server to run faster.
Edit: If you'd like, I'll send you the link for ViaVersion and ProtocolSupport so that it will work on 1.8.

Do I put this in my plugins folder or in my main area?
You put the Jar file for PaperMC into your main area and rename it 'server.jar'.
Then with ViaVersion and ProtocolSupport, You add them into your plugins folder.
