PaperSpigot Help (1.7.10)

I'm currently looking for a paperspigot with the PotionEffectExpireEvent which supports 1.7 clients (and 1.8 if possible) that isn't ParaPvP's jar which has fucked up hopper speeds.

All the builds I have checked on the official jenkins and https://yivesmirror.com/ for 1.7 don't have the event. :/
