I have a few mandatory requirements for to be contacting me.

- Must be over the age of 16
- Must be able to sign a detailed legal document about the network - If under 18 will need a parent signature
- Responsible
- Professional
- Must be able to put more then 10 hours a week to the server
- Must have an income to use for the server over $150/month
- Must have previous experience with running servers
- Must be able to be in a voice call
- Must be able to work in a team

Requirements (Recommended)
- Must be able to put forth most of your time to the server
- Must have owned a successful server
- Have knowledge of the files and plugins
- Be able to develop plugins

If you really can't trust a user investing $150/mo into a network who will work alongside you then you shouldn't even attempt to make a network. Plus, unless you have a private lawyer and can prove he/she broke a contract it really won't help your relationship.
