Paying $10 - $20 to whoever can fix lag on my server.

I've been desparetly trying to fix this issue for the past 2/3 months. I've found no success and my minecraft server keeps growing. I'm willing to pay money to whoever can help me fix to this issue.
This is a timings i recently took on my server:

If its skript causing the lagg spikes these are all my skripts in 1 file i would really like to hear (If skript is causing lagg) what parts of my skripts cause the lagg.

Also if there is any developer / skripter reading this i have been looking for some one who can rewrite the first skript (Line 1 - 2158) in java or just in skript if you think that would also fix the lag.
Many others have tried this already but because the language used in the skript is Dutch they didn't come so far.
My budget for that is $50

Yea how much memory you got? Because the more players, the more files there would be and more memory would be needed. Thats all I know xD

Someone might have a better idea than me but I think a faction server can use more than 4gb, I dont have experience with factions though so maybe another person can correct me. Also depends on the number of plugins your server has

Edit: But I think your server can handle 4 GB so might not be a memory problem

I am hosting on ovsus.com
My plan includes:
SSD (500 MB Read / Write)
6 GB RAM
i7-6700K
(It is shared)

I would personally suggest going for a VPS or a Dedi, I think it's the amount of people sharing the CPU that's causing this.

I've only ever used SYS so I guess either that or it's sister company OVH.

With the amount of people on your server, you should be getting enough donations to cover for this easily

Maybe but i first wanna make sure it really helps, sutch a dedicated server would cost me like $50 a month. Why would i pay $50 a month if i could also improve the server for a one time $50 ?[DOUBLEPOST=1498306134][/DOUBLEPOST]

Chunk loading

Ovsus.com says they have ssd's chunk loading wouldn't really be a problem with ssd's right?
