Paying a Developer for a Custom Enchant Plugin

So my server EclipsePvP a server I co own with someone are looking for a developer to make custom enchants. We have a list of 30 about half are simple armour potion effects. A couple are a little complicated but not to.

We are looking for someone with 2 years + Java Experience, 1 Year+ Spigot/Bukkit API.
You need to have multiple plugins made before. So we can know if your able to make this.

We have a budget of $60
