I sold some configs on here, and in my paypal the income payments say they are "On Hold". I am very confused why this is.

show us what it tells you. Either its a chargeback or paypal doesnt trust the payment. I once recieved $500 via G&S, and paypal held it until the client confirmed it had been sent. for a newer account, smaller amounts might trigger the same system, especially if you're not verified.
