I had a similar issue to this one time.

I had a business account that had paypal credit enabled. The account was -600 or so for several weeks. Paypal collections locked this account for a few more weeks. Then, when I logged into my main account one day, it was locked too. I called paypal and I was able to transfer money from my main account to the business account to fill it up. After this process they had messed something up, and had to delete both my accounts. They made me re-register the accounts, and they re-attached my bank card and automatically verified it for me. This unlocked all my accounts and all service was restored.

I would suggest calling paypal as step one. If the person you are talking to says there is nothing they can do, they are wrong. If they swear there is nothing they can do, ask to speak to their supervisor. The supervisors can help you with almost anything. It is un-real the strings they can pull.

Paypal shouldnt charge you for a phone call. Personally I've always used skype to call. Try sending a random to message to someone with +{number}

so for example I will randomly send someone

+1800xxxxxxx

It will turn blue, and Skype will allow you to click it, and press call. For some reason this was the only way to do it for a while. Not sure if Skype will let you just type it in now?
