What to do know?

Un link your bank account from your locked one, and make a new PayPal, and link the bank to that one.

I didn't have one linked but it's just that, that I had almost $200 on it.

Link a bank account then, and then withdraw the $200.00, ;p.

I can't widthraw funds when it's locked.

This is why you dont keep funds in paypal. Get a bank account and deposit it there as quick as possible after you recieve the cash. In Norway, your parents can open a bank account in your name at 13, so if that is possible in whatever country you are in, do it.

1. Attempt to appeal.
2. If they decline, transfer your money out to a parents/siblings/someone's bank account, using PayPal's limited feature.
3. Make a new PayPal account.
