If you don't mind getting limited a couple times, you can do it under a fake name and all that jazz. I do, however, recommend using your real address in case of a limitation so you can get a check in the mail in order to recover lost funds.

Make it under your name, you just wont be able to link a bank account or card to it as I assume you do not have one to link.

Which also means that you have a good chance at getting your account limited, which no one likes to have done. If they said no, I suggest not making one. As most of the time, your account can get locked with money on it if you do not provide information PayPal needs to keep you safe and secure.

US Based paypals require a bank account for verification no matter what. No prepaid or VCC will do that for you.

Other countries vary.
