I'm pretty sure it's against paypal's terms of service to charge back these virtual items as long as you have proof they were sent.
Yes I am pretty sure it is but they chargeback as the item is used or not working. Which is tough to proof for seller. And buyers can do that by just showing fake images. So in digital business that is a very big issue. You know in CD Key business for example suppliers order about 15000 keys and people steal about 5000 keys from that much stocks. So it is a very very big issue even larger companies have.

Cashapp could be a possibility. You'd need to try linking a Vanilla VISA debit card from 7/11 or other convenience stores to the CashApp account and send/receive money from the app itself.

(NOT SURE IF THIS IS POSSIBLE, would be appreciated if someone could let me know if it is)

Wicked. Cashapp <-> BTC I imagine is how people will move away from paypal.
Cashapp actually allows you to buy Bitcoin within the app too, its more of a stock thing tho, it shows you the low and highpoint. You cant send BTC through the app and dont have a wallet for it, but i think its pretty cool i made a few hundred bucks last week when it all crashed down to nothing, bought a shit ton and sold it all back to Cashapp for like 40%.

Check it out yourself, thats my best explanation for it. Its more of a sub category within the app, you cant send/ or recieve to other people. Only buy and sell back between yourself and Cashapp.

Bitcoin is the best option. No verification needed and no worry about chargebacks. Just make a wallet on Blockchain (accessible on mobile with the app!) or you can create a wallet with Electrum if you prefer it to be stored locally on your computer.
As for fiat money, I would go with CashApp. From my experience, it isn't as bad as PayPal when it comes to verification and getting limited/money held. :)

If you're 14, you can get a bank account under your parent's name, once your PayPal gets limited, just transfer the money to your bank, and then use that to pay

No legitimate company will work under the age of eighteen. Well, rephrase, won't work to it's full extent. Majority are U.S. based and must comply with federal banking regulations, which require identification.

CashApp requires identification to keep money in your CashApp wallet.
PayPal requires identification to keep money in your PayPal balance (effective for all users next month)
Venmo is the same as CashApp, and owned by PayPal.
G2A pay requires extensive identification and API setup.

tl;dr You won't find any companies. Bitcoin or an alt-coin is your best bet.
Nah I'm using my debit on cashapp and it works perfectly, moms and dads sent me money at times and it works. CashApp is the best solution as of now

Venmo, Zelle, Stripe, Crypto, CashApp, G2A Pay, in my opinion if you want to buy stuff on here, your best option will defintely be Crypto, mainly btc.
