I currently have £450 in my PayPal balance and I don’t want to transfer it because I feel like it will get reviewed and my PayPal account will be limited or locked so I’m trying to figure out which is the best way to get the money into my bank account.

send it to your parents paypal or someone over 18+ who you trust

paypal are notorious for being complete shit. Personally, I would just risk it and send it to a family member.
They are legally not able to remove your funds; I've had this problem. The worst they do is permanently lock your account and require a bank transfer / check in the mail. They will never take your funds. They can only freeze them. They "freeze" your funds so they can use your money to invest. Sorty shadey but yeah. First call is if you can send it to a family member or something that'd maybe be the best bet, but if it gets limited you'll still have your money it might take 6 months before you can transfer to a bank then though from the date it's limited.
You should be fine, I don't think PayPal checks at any payments unless it's over a thousand or your account is flagged. If you've done nothing sketchy (sketchy as in a lot of payments in a short amount of time, 1+ chargebacks laid on you or your own claims, etc) then you should be ok
