PayPal Balance Help

So I’ve never ran into this problem before, but I have a positive PayPal balance, and when I try to send a payment it says my credit card is being declined. I have my balance as my preferred method of payment, and when I attempt to send $5 (much less than my total balance), it says my card is being declined.

Any solutions?

Try remove your card, then pay?

Already tried that, same error.

Ring PayPal? I'm sure they will tell you why.
