Paypal Chargeback help

Soo I bought an account from someone and they got banned so now I don't have anyway to contact them and email access is restricted because I'm an unrecognized ip. Can someone help me write some stuff or send me some templates for resolution centre. thanks!

If you know the user won't refund you just escalate to paypal but this will take a few days.

yeah, that guy is a bitch, scummy dude he's evaded about 4 times. Sad to see he hasn't changed.
