Well, honestly, you could easily win a chargeback if one is set against you through by PayPal. I've made a few chargebacks on scammers and I've won all of them so far.
The only tip is to have evidence that you've been scammed or even (if you're a seller) make them accept a ToS that indicates that they will not chargeback.

The Friends and Family on PayPal means you are trusting the person you are paying. Meaning this is a family member or a very close friend. However, you can still chargeback through Friends and Family, however it is tricky. I will try to explain this best as possible. When dealing with a chargeback through Friends and Family, you must call PayPal. The only way to is to do that. Once you call PayPal and have set the chargeback, the buyer will have 10 days to respond. They do not have to even provide proof, just reply to the chargeback. Anyways, all my deals are done through services, and I even tell my customers to do it through that system. I hope I helped!

You can still chargeback on both sides, but this is where it actually matters.

What payment method they used?

Their paypal balance or bank money. If it's the bank, just refund the user instead of fighting it, but if its PayPal, you can try fighting for it.

But Friends & Family, they pay full amount + tax.
