Buying a paypal isn't allowed here and is illegal[DOUBLEPOST=1573413349][/DOUBLEPOST]Just deal in g&s and make the person pay fees, if anybody chargebacks, you have seller protection so they will cover it on your behalf if you are not blatantly in the wrong, and call paypal and explain to them the person is scamming if they chargebackOk, This problem is somewhat easy to solve.
You can buy a verified paypal account created in canada.
There may be some fees for f&f as US and Canada are different countries.
If say you have a bank account and want to transfer money to it, All would be fine apart from the fact that it only accepts canadian addresses.
