Thank you I hope he does what you say.PayPal has been cutting down on underaged use of their service for reasons like this. They aren't being mean for limiting these accounts but only because it's illegal for them to provide this service to people under 18.

Because of how the U.S. laws are set up, you're not legally an adult until 18, which means you can't legally sign a contract. As much as you want to keep providing your service, PayPal wants to do the same.
The best way for you to get a PayPal, and most responsible way, is getting your parents to make you one. If you're thinking about falsifying this information, you could but paypal will ask for verification eventually (I believe with their new policy you have to verify your PayPal now. Someone correct me if I'm wrong please).
Other than that one option, there's no legal way around this. You're better off waiting till you're 18 or asking your parents to make you an account.
