Paypal Issue

My paypal has quite a bit of money, every time I attempt to send something it holds the transaction, and won't let me send it due to it saying "We can Not Confirm This Is You"

I've clicked the button to send the verification code, and that doesn't even work..

Confused on what exactly is wrong here.

Wait up 72 hours and it should be fixed. That happens to me usually and it happens when I'm attempting to send a good sum of money, or constantly sending too quickly.

Can also happen if you try to send money under a VPN/Different IP/Location than usual.
