PayPal Issue?

When I try to make purchases it says

Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay.

and if I try to send someone money through Friends and Family / Goods and Services it says
Sorry, we weren't able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer support.

That once happened to me - I waited it out, waited 24-48ish hours.

Have you contacted their support/have you received any emails from them?

Maybe your account got limited?
