Idk what y'all are talking about. I was able to withdraw it immediately by just calling PayPal support. I was forwarded, and got mailed a check.

They gave it to me within minutes of contacting them..? If you don't see an option, write a fancy letter and pretend it's from your lawyer. Sent it to PayPal and require them to release your funds. There are a few examples from real lawyers online which you can use.
