I wasn't bothered to go the legal route because I didn't desperately need that money back then.They gave it to me within minutes of contacting them..? If you don't see an option, write a fancy letter and pretend it's from your lawyer. Sent it to PayPal and require them to release your funds. There are a few examples from real lawyers online which you can use.
