They gave it to me within minutes of contacting them..? If you don't see an option, write a fancy letter and pretend it's from your lawyer. Sent it to PayPal and require them to release your funds. There are a few examples from real lawyers online which you can use.

oh that's pretty useful. I contacted them and was told to wait 6 months when they first limited me because my initial account was made when I was 15, even though they didnt discover it until I was 20. I wasn't bothered to go the legal route because I didn't desperately need that money back then.

Yup! They usually hold your funds to stop credit card chargebacks. But, it is illegal to hold someone's funds indefinitely. PayPal doesn't have time to respond to every single lawsuit, so writing something that looks like it's from a lawyer usually works.
